The U.S. Department of Homeland Security, through the Federal Emergency Management Agency, awarded $1,995,000.00 to the Port of Palm Beach from the FY2014 Port Security Grant Program. The Port of Palm Beach has allotted for reimbursement up to $535,000.00 in federal grant funds, with a 25% match totaling $178,333.00 to implement a ShotSpotter and a Situational Awareness Platform as part of the Seaport Cyber Infrastructure Protection Program.
The Port Commission approved the interlocal agreement at their February 18, 2016, meeting.
The City Council approved $45,000 in the FY2016 budget for the addition of one square mile of ShotSpotter. One square mile costs $60,000 annually, plus $20,000 in one-time installation costs, for a total of $80,000 for the first year. The Department would have used the $45,000 that was budgeted, plus $35,000 of Law Enforcement Trust funds to install the additional one square mile. Leveraging the Port Security Grant, the City can install two squire miles instead of one square mile and cover year two subscription costs which total $120,000. The total cost of the ShotSpotter Expansion Project would be $280,000, in which the Grant covers $210,000 (75%) and the City would provide the 25% match of $70,000. The $70,000 in matching funds would be covered by a combination of budgeted funds ($45,000) and Law Enforcement Trust Funds ($25,000). Adding two square miles will cover the majority of the remaining residential subdivisions between Congress Avenue and Broadway, to include: Port of Palm Beach, Riviera Heights, Stonybrook, Federal Gardens, Parson Heights, Acrehome Park, Congress Lakes, Northview, and portions of Park Manor.
The remaining funding will be used to implement a Command Bridge platform from the Mariner Group that provides situational awareness and enhanced incident response capabilities. Command Bridge connects disparate systems, such as cameras, information systems, maritime tracking data, gunshot locations data, vehicle location data, crime data, and provides a singular operating picture for first responders. Command Bridge also serves as an Emergency Management platform and will allow the City to preplan and respond to City emergencies with real-time information. The City, Port of Palm Beach, and the Palm Beach County Sheriff’s Office will share cameras and other critical data which will help secure the Port and the community at large. The Port has already implemented Command Bridge, and City staff are working with the Mariner Group in order to obtain a proposal for initial implementation that would include integrating, AVL, CAD/RMS, ShotSpotter, LPR, City Cameras, Third Party Cameras, Weather Data, along with all professional services and maintenance for three years.
The estimated Command Bridge project costs are $433,333. The grant would cover $325,000 (75%) and the City would provide the 25% match of $108,333. The matching funds will be covered by a combination of budgeted technology funds ($30,000) and Law Enforcement Trust Funds ($78,333).
The provisions of this Interlocal Agreement between the City of Riviera Beach and the Port of Palm Beach are for activities to be performed at the request of the federal government, and in conjunction with, preparation for, or in anticipation of a terrorist event.
