Background/Summary: 

On July 30, 2015, Jon E. Schmidt and Associates, the authorized agent for Maruti Fleet and Management, LLC., submitted the official Site Plan application (SP-15-12) to the City. The applicant is proposing to build a single story 4,734 square foot dispatch and vehicle fleet storage center on a 1.70 acre parcel of vacant industrial land. City Departmental Staff reviewed the Site Plan application and provided corresponding comments to the applicant.  All comments were addressed by the applicant and City Staff had no objections to the SP-15-12 Site Plan application. 

The proposed project will have 72 employees varying days and shifts. The proposed project will operate Monday through Friday from 4 a.m. to 11:30 p.m. The current tax value of the property is about $341,000 and the tax value after construction will be about $1.1 million. The applicant currently has a facility in Riviera Beach on W. 10th Street (south of the subject parcel) and plans to continue operating both facilities in Riviera Beach. The onsite vehicles are owned by Palm Beach County. 

Single family residential uses and a commercial building are located to the north of the property with Single Family Residential (SF) and Neighborhood Commercial (CN) Future Land Use classifications. Maruti Transportation's existing facility is located to the south of the property with Limited Industrial (IL) Future Land Use classification. Single family uses are located to the east of the property with Single Family Residential (SF) Future Land Use classification. GCME Consulting, Engineering, and Inspection Testing is located to the west of the property with a Limited Industrial (IL) Future Land Use classification. 

On January 14, 2016, the City's Planning and Zoning Board approved the site plan application (SP-15-12).    

The Community Development Department reviewed the Site Plan application for compatibility and consistency with the City’s Comprehensive Plan and Land Development Regulations and found it consistent.  

Staff recommends approval of the site plan application subject to the following conditions: 

  • A two-year landscaping performance bond for 110% of the value of landscaping and irrigation shall be required before the certificate of occupancy is issued.
  • Construction must be initiated within 18 months of the effective date of this Resolution in accordance with Section 31-60(b), of the City Code of Ordinances. Demolition, site preparation and/or land clearing shall not be considered construction.  Building permit application and associated plans and documents shall be submitted in its entirety and shall not be accepted by City staff in a partial or incomplete manner.
  • All future advertising must state that the development is located in the City of Riviera Beach. Fees and penalties in accordance with City Code Sec. 31-554 will be levied against the property owner and/or business for violation of this condition.
  • This development must receive final Certificate of Occupancy from the City for all buildings and units approved within five years of the approval of this resolution (by February 3, 2021) or the resolution shall be considered null and void, requiring the applicant to resubmit application and fees for site plan approval and re-initiate the site plan approval process.
  • Once approved, this resolution shall supersede any previous site plan approval resolutions associated with this property, causing previous site plan approval resolutions to be null and void.
  • City council authorizes City staff to approve future amendments to this site plan administratively so long as the site plan does not deviate greater than 5% from the originally approved site plan.
