City staff determined it is advisable and desirable to employ coastal engineers having special and broad experience in the desired fields for the purpose of providing professional Marine/Coastal engineering planning and design services required in conjunction with the improvements to the City of Riviera Beach Marina. Sea Diversified has been the City’s Coastal engineer since 11/17/10, when a  contract with Sea Diversified was approved by Resolution 151-10 to provide these services. Sea Diversified has  been involved with the completion of the marina project, including the replacement seawall for the entire marina, conducting all aspects of bathometric and geological surveys, permitting through all the various agencies, marina design, construction planning and construction administration. The Sea Diversified staff have been a critical part of the marina project team and have continually delivered work product well above expectations. However, the Sea Diversified contract expired in 2013. Therefore, in accordance with the provisions of the City's procurement code, staff solicited Request for Qualifications for Professional Marine /Coastal Engineering Consulting Services for Improvements to the City of Riviera Beach Marina in RFQ NO.550-15. The evaluation committee evaluated three (3) firms in accordance with the State of Florida's "Consultants' Competitive Negotiation Act" (FS 287.066) namely: Sea Diversified, Inc., Coastal Systems International; and Calvin, Giordano & Associates, Inc., and Sea Diversified of Delray Beach, Florida was selected as the number one ranked firm to provide the services identified in the Request for Qualifications.
