The Police Department seeks to purchase 25 rugged Laptop Computers for the City’s Police Officers. Police Officers require the use of Laptops to access mission critical databases and software applications, such as National/Florida Crime Information Center (NCIC/FCIC), Driver and Vehicle Information Database (DAVID), Field Based Reporting, and VisionMobile.
The total cost of the project is $50,321 and will be funded in part from the Law Enforcement Trust Fund. $25,000 will be fund from IT Capital Account 312-0243-516-0-6351, and $25,321 from the Law Enforcement Trust Fund Account Number 150-0817-521-0-6455. The City is “piggy-backing” off Florida State Contract No. WN08AGW.
The Police Department is seeking to deploy the proposed Laptops to Police Officers in order to replace existing Laptops that are no longer serviceable.
Essentially, all aspects of Law Enforcement and Criminal Justice processes have moved from traditional paper driven methods to more efficient electronic methods. The following processes are now electronic and require the use of Laptops:
Electronic Case Filing with the State Attorney’s Office
Electronic Communication between Officers and the State Attorney’s Office
Electronic Traffic Citations
Field Based Reporting
Access to Law Enforcement Databases (DAVID, NCIC/FCIC, LEX)
Traffic Crash Reporting
Outlook Email
Subpoena Delivery/Outlook Calendar
The Laptops can be funded using Law Enforcement Trust Fund dollars. These funds may be expended upon the request by the Chief of Police to the governing body of the municipality, accompanied by a written certification that the request complies with the provisions of Florida Statute 932.7055.
The Florida State Statute provides that Law Enforcement Trust Funds shall be used for…”crime prevention, safe neighborhoods…prevention programs or for law enforcement purposes, which include defraying the cost of protracted or complex investigations, [and] providing additional equipment. The proceeds and interest may not be used to meet normal operating expenses of the law enforcement agency”. This item serves as written certification that this request complies with Florida Statute 932.7055.
